New imports always enter Pending review. Preview screens online terms and earlier rows in the same upload: importable rows continue, while invalid or duplicate rows are held for editorial review and can be downloaded. Confirm checks again, so a newly conflicting row is held without blocking the rest. Download an editable export when updating existing terms; approval is a separate action.

This is the audit trail for automatic client snapshots. Approving, rejecting a live record, archiving, restoring, or certain live metadata updates create a new immutable version; you do not publish it manually.
